I think this issue should be reconsidered before we go through and start cutting out characters left and right. It would be incomplete to list one of the thugs and not the other one. Even though he doesn't have an actor, he is as much of a character as Maurice, the other thug, who does have an actor listed. For example, in Accidental Dilemma, there is a character named "Romer", who is one of The Whisperer's thugs. Some of the characters listed in episodes don't have actors simply because Focus still has not provided the episode information. I also wouldn't go so far as to say "if they don't have an actor, remove the character from the list".
